1. An advanced naval base for the anchoring, fueling, and refitting of transports and cargo ships as well as replenishment of mobile service squadrons. 2. A landing and takeoff area with minimum servicing, supply, and shelter provided for the temporary occupancy of military aircraft during the course of movement from one location to another.
